When you cement-over your front yard flower bed, you're sending a message: I'm throwing in the trowel! The city discourages this because so much of the available surface is already paved. So when it rains, the water can't filter down into the underground table, but instead runs off into the sewer system and out to the ocean. Hopefully in the spring, this homeowner will at least paint the cement green.
