The First Mud Slung At City Hall.

October 25, 1913. San Francisco Mayor James "Sunny" Rolph, turns the first spade of earth for the new City Hall and Civic Center. The previous city hall and records building complex had been demolished in the 1906 earthquake and fire. This ceremonial spade is part of the historical display in the South Light Court at city hall.
