The broken parking meter is a common occurrence in San Francisco. (Scroll down for a neighbor's rant.) So how do you communicate the meter is broken before parking control has cited you? I've been told you should pull a plastic bag over the meter, but apparently this driver didn't have one. He did have a face mask.
